Village Hall Vending Machine Update

The Village Hall lobby vending machine has been serviced and is back in operation. Selection B4 remains unavailable at this time. We are aware of the issue and are working with the vendor. We apologize for the inconvenience.

If you have been affected by a vending malfunction, you may submit a refund request.

Vending Services

The Department of Parks & Recreation manages all Village-owned vending machines. Vending services are provided as a public convenience. Revenue supports parks maintenance and seasonal programming.

Machine restocking and maintenance are coordinated through the Department office. To report a malfunction or request a refund, please use the form below or contact the office during business hours.

Vending Locations

Village Hall Lobby Partially Operational

110 Court St

One combination snack and beverage machine. Available during building hours (Monday through Friday, 8:00 AM - 4:30 PM). Accepts coins and $1 bills. Does not make change for $5 bills, despite the label suggesting otherwise. Selection B4 is currently unavailable.

Civic Park Pavilion

Civic Park (north section)

One beverage machine (seasonal, April through October). Located under the pavilion overhang. The machine is solar-assisted. Performance varies by cloud cover. Stocked with water and assorted soft drinks.

Community Ballfields

N. Gallia St (near the water towers)

One beverage machine (seasonal, April through September). Located between Field A and Field B near the bleachers. The machine was relocated from the municipal pool area in 2023 after the pool closure. It has adapted well.

Hobart Post Office (exterior)

109 Court St

One beverage machine. Located outside near the mailbox. The machine predates the current Post Office building. It was grandfathered into the lease. It dispenses beverages at a temperature the Department describes as "ambient." Hours: 24/7.

Evergreen Cemetery Entrance

Signal Dr

One snack machine. Located near the caretaker's shed. Installed in 2019 following a request from the Clerk's Office. The Department does not comment on the reasoning. Solar-powered. Operates during daylight hours only.

Public Safety Building Lobby

Court St

One snack machine. Technically managed by Parks & Recreation despite being inside a Public Safety facility. This arrangement has been disputed but never formally resolved. Selection A1 has contained the same bag of pretzels since approximately February 2024.

Proctor County Courthouse Lobby

100 Symmes St

One combination machine. Village property installed on county premises under a 1989 memorandum of understanding. The county has requested its removal on four occasions. The Village has declined, citing the memorandum.

Disused Riverfront Park Pending Activation

Route 3 at the foot of Court St

One beverage machine. Located near the remains of the old bench foundation. Not connected to power. Delivered in 2021 but the electrical hookup was never completed. Stocked once.

Number Seven Reservoir Parking Area Installation Pending

County Rd 14

One machine (type: undetermined). Delivered March 2026. Installation pending. Currently sitting on the gravel lot. Arrived without documentation. The Department is working with the vendor to determine what it is.

VFD Station Exterior

Hopewell St

One beverage machine. Maintained by Parks & Recreation, funded by the Ladies Auxiliary. Proceeds go to the Engine 2 replacement fund. Accepts exact change only. Has been known to dispense two items at once, which the Auxiliary considers a feature.

Hobart Public Library (vestibule)

Court St

One snack machine. Hours coincide with library hours. Approved by Council on the condition it not contain anything "disruptive." Contains granola bars, trail mix, and water. Residents have petitioned for chips. The petition is under review.

Hobart Lanes

One combination machine. Located near the shoe rental counter. The machine was purchased secondhand and still bears the logo of a car dealership in Irwin. The Department has not removed the logo. The machine runs hot. Chocolate items are not recommended.

Proctor County Fairgrounds

One beverage machine (seasonal, fair week and swap meet weekends only). The machine is transported to the grounds and back each season on a flatbed. It has been dropped once. It still works. The dent is on the left side.

Hobart Hardware & Tackle (exterior)

One beverage machine. Placed on the sidewalk under a verbal agreement between the store owner and the former Director of Public Works in approximately 2006. No written agreement exists. The machine is technically Village property. The store owner refills it. Revenue has never been collected or accounted for. The Department is aware of the situation.

Mulberry Culvert Viewing Area

No permanent machine. A seasonal concession permit is issued annually for the sale of hot dogs, sno cones, or similar items during periods of culvert activity. The Department does not define "culvert activity." Vendor selection is handled by the Clerk's Office. The permit costs $15.

Refund Policy

The Department will issue refunds for documented vending malfunctions. Refunds are processed through the Clerk's Office and may take 4 to 6 weeks. Refunds are issued by check only. The Department does not issue refunds in product.

Maximum refund per incident: $5.00. Refund requests must be submitted within 30 days of the incident.
